Environment Agency activates Lincolnshire water transfer scheme

In a GOV.UK update, the Environment Agency said the Trent Witham Ancholme River Transfer Scheme is operating to support water supplies in North Lincolnshire during prolonged dry weather. The system can move a volume equivalent to about 60 Olympic-sized swimming pools each day if required, giving the agency room to maintain supply while river conditions remain under pressure. The agency presented the scheme as more than a local engineering asset. It underpins surface water management across Lincolnshire and supports more than 100 abstraction licences used by water companies, farmers, industrial users and other authorised abstractors drawing from the Rivers Ancholme and Witham. That places the current response squarely in the frame of water regulation as well as infrastructure management.

According to the Environment Agency, the transfer scheme has been owned and operated by the agency since 1974 and links three major waterways: the River Trent, the River Witham and the River Ancholme. When levels in the Ancholme fall below what is needed for navigation and licensed abstraction, water is pumped from the River Witham at Short Ferry and moved through a 17.5-kilometre pipeline into the upper Ancholme. If conditions tighten further and the Witham also falls, the system is replenished with water pumped from the River Trent at Torksey via the Fossdyke Canal, which connects to the Witham at Lincoln. The arrangement matters because it shows how dry weather planning in Lincolnshire depends on managed transfers between connected water bodies rather than a single source of supply.

The GOV.UK notice also highlights Toft Newton Reservoir, a 16.5-hectare storage asset with capacity for up to 761,000 cubic metres of water. The reservoir forms part of the same response system and can be released into the River Ancholme if normal river transfers are interrupted by pollution incidents or equipment failure. For policy readers, that reserve function is significant. It means the scheme is designed not only for low-flow conditions, but also for operational disruption, allowing the Environment Agency to protect licensed use and river conditions when standard transfer routes are unavailable. In prolonged dry weather, that contingency reduces the chance that a technical fault becomes a wider supply or environmental problem.

Alongside the transfer operations, the Environment Agency said it is intensifying environmental monitoring and field response. Thomas Enright, Environment Manager for Lincolnshire and Northamptonshire, said the agency is seeking to maintain river levels for people, wildlife, navigation and agriculture, and would use its regulatory powers where needed to limit the effects of dry weather. That monitoring has already translated into direct interventions. Fish rescue work has been carried out on the River Slea and at a Lincoln & District Angling Association stillwater, while the agency has also supported rescue efforts on Billing Brook, a tributary of the lower River Nene. It said further sites are being watched closely, including the Hob Hole and the Lower Steeping River, where rising salinity is adding pressure. The agency also drew attention to the secondary effects of prolonged dry weather on river condition. In Lincolnshire, slower flows often lead to duckweed build-up, particularly on the River Witham. That is not simply a visual issue: reduced movement in the water can affect local habitat condition and complicate management even where transfer infrastructure remains available. At the same time, the Environment Agency said it is working with farmers, growers and water companies to encourage more sustainable water use. Measures include temporary limits on abstraction licences and support for water transfers between abstractors. In practice, that signals closer oversight of how available water is shared across agriculture, industry and public supply when river flows are under strain.

On drought planning, the Environment Agency drew a clear line between regulation and company decisions. It said water companies must have robust drought plans in place, but any decision on hosepipe bans remains with the individual companies rather than the regulator. For households and businesses, that means regulatory action on licences and river management does not automatically translate into customer restrictions, even when dry weather measures are being stepped up. The wider governance picture also sits behind the local response. The Environment Agency said its science and evidence helped support the Water Efficiency Campaign for England and Wales through the National Framework for Water Resources, and that it convenes the National Drought Group with Defra. The stated aim is to align government, regulators, water companies and industry so that dry weather measures can be escalated quickly. In Lincolnshire, the operation of the transfer scheme shows what that coordination looks like on the ground: infrastructure use, ecological monitoring, licence management and public messaging running at the same time.
